NCSL Board of Directors Meeting - September 2, 1999 |

Meeting called to order at 7:35PM. Roll call shows a quorum. Clubs not present: Arundel, Bowie, Burtonsville, Calverton, Crofton, Falls Church, Great Falls, Herndon, Manassas, Prince William, Reston, Sterling, Stoddert, and Waldorf. Minutes from the last meeting are approved. Premier League Report: A premier league was formed in the U14 and U15 age groups as a pilot program. Two NCSL teams were accepted, one from Richmond and one from Virginia Beach. The teams are scheduled to play on September 19th at Striker Park. One more round of games will be played in November. R&D - Ray Greenberg - All sit-outs for the fall season have been posted on the home page. Club reps should go back and check this and have their teams review this. Registrars-Md. - Mike Basilio - Maryland actually does have registration software that works. There was a small bug in the disc first distributed. If having problems, contact Mike by e-mail. Scorekeeper - Carol Baker - For the U9's, the scorekeepers will take the score over the phone, but it will not be printed or published. They just want to know that the game was played and that they had a referee. U10's will be recorded but not printed or published until the spring season. All scorekeepers have an e-mail address. A question was asked about U9's and U10's and which side of the field the spectators take. After checking the rules, the conclusion was that for the U9's and U10's age group, the players and spectators are on the same side with the teams taking opposite sides of the field. The home team decides which one. The U12 and U13 age groups have the option to do either, U13's and above, the players from both teams are on one side of the field, the spectators from both teams are on the other. Home team chooses side for teams. Player Development - John Ellis - Focus should be on the players, especially for the U9's. Don't take a player if you are not going to play him. Players at U9 should get equal playing time. Kathleen Sessions - Field loading for each club will be on line. In the packet there is an instruction sheet with a code for your club. As games are changed, they will instantly appear on the field loading . This is true for both WAGS & NCSL. E-mail notification will come from computer as to any kind of change. The schedules on the WEB site are the only ones totally accurate. Keep watching the WEB site. A red dot on the WEB site means the game has been changed. Please keep the office updated on your field availability, We will schedule for the next available game date if a game is cancelled. If you have a problem, please call Kathleen. Welcome back to John Newman. Jim Ferguson introduced his guest, Dave Ungrady who edits the Touchline. He is also the author of a book called: Unlucky which is about what it is like to play semi-pro soccer. President's Report - Sponsorship-We have 7,000 players which is a large marketing base and a WEB site getting rave reviews around the nation. In the past we have not sought sponsors but sponsorship could provide cash, discounts on equipment, referee training, etc. Should this be pursued? Vote show that the majority would like this pursued. The R&D committee may fine teams for significant misconduct. The committee will decide when a team fits into the category of significant misconduct. The fine will not be more than $1500. If a teams disbands or does not pay for any reason, the club will be responsible for the fine before the following season. Motion made by Potomac. Seconded by Stafford.
