NCSL Board Meeting

Meeting held Marshall High School – Fall Church, Virginia

January 10, 2008

Debi Honaker, Vice President called the meeting was to order at 7:40 PM.  Roll indicated the following clubs were not in attendance: Northern Virginia Soccer Club and Westminster Wolves Soccer Club.

Debi will be presiding over the meeting this evening.  Ray Greenberg is absent, spending sometime with his son who home for a brief visit from .

Seeing and hearing no objections, Debi Honaker asked to accept the minutes from the November 13, 2007 meeting. Motion made by Mike Basileo to correct the minutes which read Maryland Registrar – Mike Basileo – no report to read: Maryland Registrar – Mike Basileo – Absent.  Motion was second by FPYC.  Motion passed approving the November 13, 2007 meeting minutes.

Maryland Commissioner – Claire Filemyr – NCSL has scheduled two upcoming PCA workshops on March 1 and April 2.  There’s also a New Team Administrators meeting scheduled on April 2 as well.  A list of all those expected to attend the New Team Administrators meeting will be posted after structure.

Virginia Commissioner – Maureen Dalbec - no report

Maryland Registrar Report – Mike Basileo - ADG continues to upgrade the system. A User Group has been formed comprised of eight state associations; this group provided ADG a prioritized list of common problems. The company is working to resolve the problems, and conducts monthly teleconferences with the group. The group will have a meeting with ADG during the USYS Workshop in Pittsburgh.

Virginia Registrar – Lisa Wilson – Virginia player card stock is available for Virginia teams.  Maryland teams do not take this stock; these cards are for Virginia teams only.

Secretary- Gina Clapp – no report

Treasurer – Anne Maynes – absent

NCSL Administrator – Kathleen Sessions – Please be sure to hand in your spring 08 registration packets before you leave this evening. 

Remind your teams to be sure to update their contact information.  Your managers may have trouble signing into their page.   Verify they are using the correct pin numbers. Those numbers can be found on the club rep page, just click on contact information.

R&D Report – Debi Honaker – acting chairman – We are looking for a new R&D Head, anyone interested please contact Debi or Ray. 

All the R&D decisions from 2001 – 2006 have been posted.  This was a very large undertaking. 

Also every red and yellow card issued to players and coaches this past season have been posted in a database. The total number entries were 2,050.  Debi introduced Lula Bauer who is the R&D Director at WAGS. She also sits on the NCSL R&D Committee.  Lula was a great help in assisting with the reading of the game cards and the entry into the database.  A report listing the players and coaches that owe sit outs will be posted on the NCSL website sometime in Mid-February.  Any questions concerning the sit out list, please contact the R&D Chairman with those concerns.

The game cards can sometimes be very difficult to read.  Cards are damaged at the post office. The rosters that are placed on the cards with tape and glue tend to fall off during delivery. To eliminate this problem, we will bring back to the March meeting an updated template that all teams will be expected to use when creating the rosters they attach to the blue game cards. 

Lula Bauer R&D Committee is here has given much time and energy to get the R&D info up to speed.

VYSA workshop is February 1st & 2nd    USYSA workshop is February 7-9 in Pittsburgh

Lula Bauer record to strike section no.2 of the motion, it is housecleaning and does not need to be part of the motion.

The following motions would strengthen the league’s ability to promote “player development” in the U-9 and U-10 age groups.

 

Current Wording: 

1)     Section VII Structure Development Procedures

 

Number of Teams in an Age Group
Teams will be formed into age groups based upon the birth date of the oldest player. The maximum number of teams in each age group is 60, except for age groups: U9, U10, and for any age group that started with more than 60 teams and has not been reduced to 60 teams by the five team per season disqualification rule. For the fall and spring seasons, each club is allowed to submit and is limited to two U9 teams for league play. For the fall season only, each club is allowed to submit and is limited to two U10 teams for league play. Age groups will be subdivided into divisions consisting of a maximum of 10 teams. Divisions of 10 teams will be formed wherever possible except U19 in spring season. The lowest two divisions within an age group may have fewer than 10 teams, but will consist of either eight or six teams to facilitate scheduling. In no case will a team be dropped from the NCSL simply to comply with the 8/6 team limitation. However, no new team will be admitted if their admittance would create other than a 10/8/6 team division.

Justification:

 

Clubs should have the ability to enter two U-9 and U-10 teams without seasonal restrictions.  In compliance with USYS and VYSA guidelines.  NCSL has changed their focus to “player development” by their implementation of small-sided non-results oriented play for the U-9 and U-10 age groups.  By allowing Clubs to enter teams as they are formed without restriction of seasonal play, this rule change will compliment the focus on “player development.”

Motion made by Severna Park to amend #1 by adding:  For the spring 08 season only, clubs wishing to add a second U 10 team must submit the paper work by end of the business day Thursday January 17, 2008.

Amend motion was second by LaPlata.  Amend passed.

A vote was called to approve the motion.  Motion passed.

Section XI.


Dropping Teams
at the conclusion of the fall and spring seasons, the teams finishing in the last five slots in the lowest division of an age group will be disqualified from league play. If the lowest division of an age group has less than ten teams then less than five teams will be disqualified from league play. For example, if nine teams are playing in the lowest division, only 4 teams will be disqualified from league play.

 

Proposed Wording:

 

Section XI.

3)      Section IX Rules of Play for NCSL:  Page 24

ADD:

 Club Pass:  USYS carded players rostered on U-9 and U-10 teams are permitted to guest play on any U-9 and U-10 team within their Club and will be considered guest players.  The guest players must be of the correct age.  Players that guest play may only play for one NCSL team per day. 

 

Procedure:  Guest players must present their USYS player pass to their opponent's team official, either the Team Manager, Coach or Assistant Coach.  The guest players name will be added to the team's roster.  An asterisk (*) must be placed next to the guest player's name on the Official Game report card. 

 

Justification:  Keeping in line with player development, coaches will be allowed to move players freely within their own club.  At this very young age, parent are not 100% commitment to any one sport and will plan vacations, family celebration etc. leaving a team short.  The club pass primary goal is to promote player development

Amendment #1of Motion #3

MSC amended the motion by adding:  Use of club passes will be limited to U9 and fall of U10.  Amendment was second by CSA. Amendment passed.

Amendment #2 of Motion #3

Severna Park amended the motion by adding – Limit guest players to guest on a team that is of the same age group. Laurel second.  Amendment withdrawn.

Amendment #3 of Motion #3

Arlington amended the motion by adding:  Club passes are limited to 2 players for each game.  Amendment was second by Herndon.  Roll call vote was called. 

Motion passed.  (Yes 6931, No 413).

Friendly amendment for housekeeping the words add players name to the game day roster will be inserted.

Vote was taken, motion passed.  The following Clubs wished to be recorded in the minutes as voting against the motion - Ashburn, Sterling, Southwestern, Olney,

Fort Washington, Chantilly, Freedom, and Thunder.

Kathleen Sessions was presented a watch commemorating her 20 years of service to the NCSL.  Congratulations Kathleen.

Motion to adjourn was second by Braddock Road.
