NCSL Board Meeting
November 12, 2013
Westin Hotel – Falls Church, VA
7:30 PM the NCSL board meeting was called to order by Vice President Stephanie Dorah.
Roll call indicated the following teams were not in attendance: Bethesda, Calverton, Chantilly Soccer, Crofton, Cugini,
Ft. Washington, La Plata, Leesburg, Loudoun, Maryland Rush, Olney, Potomac, Team America, Virginia Soccer Club and Woodbridge Soccer Club.
August, 2013 meeting minutes were approved unanimously.
Reports
Registrar Virginia – no report
Registrar Maryland - No report-absent
R&D Chairman - Barry Finkelstein reported that little more than 3000 games were played. Reported 2000 cards issues, there were 159 red cards issued, a lower total than past years.
Barry also reported 12 coaches ejected – of those 6 of the 12 returned to the field to disagree with the referees.
The sit out list for the season will be sent out to the club reps prior to it being posted on the website.
Virginia Commissioner – Maureen Dalbec reported for Claire that the PCA coaches workshops are coming up dates are posted on the website. Please be sure to verify coaches in your club who need certification.
Kathleen – trophies are being delivered.
Packets in the back please be sure to pick up after the meeting.
Any outstanding fines outstanding must pay will not give out packets until the fines have been received from those clubs owing them.
The packets are due back Jan 6th .

New Business
Motion to alter the allowable goal size at the U11/12 age groups
Presented by FC Frederick
Stafford seconded the motion.
Allow for, but not require, the use of 7 foot by 21 foot goals for U11 and U12 games.
Justification – The simple justification is the league sanctioning jurisdictions (VYSA, MSYSA, Region I) all require this size goal for their U12 State Cup play. Not allowing for this change puts NCSL team at a
disadvantage relative to their contemporaries in other leagues. In addition, other local leagues allow for this size goal at these ages (ODSL, CCL). The practical justification is this; players grow, the field grows (or should), and the goals should grow.
NCSL recognizes that there is a monetary cost that may be too great for some clubs to immediately comply with a change such as this were it mandatory. Therefore, the rule will allow for the use of the currently acceptable goal size (6 foot by 18 foot) and also this new size (7 foot by 21 foot) as long as the goals on both ends of a given field are the same during any match.

U11 – U12 Field Dimensions:
width 50-60 yards - length 75-85 yards - penalty area-14 yards out from each goal post along the end line and 14 yards out from the end line onto the field - goal area-
6 yards out from each goal post along the end line and 6 yards out from the end line onto the field
penalty spot-10 yards from the end line
radius for penalty arc-8 yards
goals-6 ft high and 18 ft wide
New wording -
