The meeting was called to order at 7:35 p.m.

Approval of Minutes
Loudoun Soccer Club made a motion to approve the May 3, 2021 Board Meeting minutes. Front Royal Soccer Association seconded. There were no objections, and the motion was approved by acclamation.
Ryan Rich – NCSL Executive Director: Ryan reported that the first league championship games were held in May. It was a great experience seeing teams that may not have otherwise had a chance to compete. Four teams have advanced to the regional competition, which will begin tomorrow: Burke 07 Boys, SYC 08 Girls, SYC 04 Girls, and BRYC 07 Girls.
Two NCSL teams are going to nationals: Doradus FC 2005 Boys Premier & Team America FC 2003 Boys Bata won the Eastern Presidents Cup in their respective age groups.
There are still spots available for the College Combine event on June 26.
Ryan will soon be reaching out for input on team placement.
The Coach of the Year program was launched this year. Over 200 nominations were received. Ryan announced the winning coaches, who will promoted on the website and via social media:

· Virginia Girls Coach of the Year | Paula Randall (BRYC)
· Virginia Boys Coach of the Year | Larry Park (BAC)
Maureen Dalbec – NCSL Commissioner: No report (not present).
Doug Walls – NCSL Commissioner: Doug reminded club reps to ensure that clubs and coaches provide input on teams to assist with division structure placement.
Carol Coulter – Virginia Registrar: Carol said that that clubs can start setting up teams in the database. Photos that are more than 600 days old (both players and team officials) will be deleted from the system on July 1. She reminded everyone that new team officials need to do SafeSport online training; returning officials need to do the refresher course. She noted that officials should log in to SafeSport with the same email that is used in the VYSA database.
Maryland Registrar: Howard noted that Mike Basileo is retiring as Maryland registrar. Jessica Hafer will be taking over registrar duties.
Alison Smith – NCSL Administrator: Please let Alison know of any club administrative changes, e.g., names, contacts. She noted two club name changes: Warrenton is now Northern Piedmont Sports Club and the Southwestern & Chantilly clubs have combined to become Virginia Valor.
The deadline for team applications is tomorrow, June 25. Applications will be left open for editing only until the end of July to allow for updates to coach and manager information and bye/schedule requests. Teams may make up to three schedule requests.
If you are entering team numbers for coaching conflicts, be sure to include the other team number in the record for both teams.
Alison said invoices for team fees will be sent by June 25, via Quickbooks. Payment can be done via bank transfer, with a small fee, via credit card, with a slightly larger fee, or via check, with no fee.
All important dates are on the calendar on the NCSL website. July 12 is the deadline for dropped teams and field loading.
Carol Montoya – Secretary: No report.
Eric Popiel – Vice President & Treasurer: Eric said that prompt payment is appreciated and reminded that the league is passing on the credit card fees to clubs.
Eric said an independent accountant reviewed the NCSL financials and a favorable report was received. The fiscal year ends June 30 and the year end reports will be completed soon.
Eric Popiel for Alan Paez – NCSL R&D: R&D Administrator Eric Tin is reviewing all records, checking sit outs. Club reps should remind teams to submit any outstanding sit out forms. Ryan has compiled the Sit Outs Owed List and will be circulating that list to club reps soon.
Richard Smith – President: No report (not present).
Open Mic: Dan Giffin announced that DC United is back to full capacity. He will be reaching out to club reps. The next home game is July 3.
A motion was made by Takoma Park Soccer Club and seconded by OGBC to adjourn. There were no objections, and the motion was approved by acclamation.

I. Approval of Minutes
Loudoun Soccer Club made a motion to approve the minutes of the June 25, 2020 meeting. OBGC seconded. There were no objections, and the motion was approved by acclamation.
II. Approval of All Actions of the Board of Directors, Officers, and Executive Committee since the last Annual General Meeting
Takoma Park Soccer Club made a motion to approve all the actions of the Board of Directors, Officers and Executive Committee of NCSL since the last Annual General Meeting. Calvert Soccer Association seconded. There were no objections, and the motion was approved by acclamation.
III. Elections for Office
Howard Kohn explained that two positions are open: Vice President and Treasurer. One nomination was received for Treasurer. The Vice President position will remain open; the President has the ability to appoint someone to fill the vacancy.
The following candidate was presented for a term to be served 2021-2023:
· Treasurer: Eric Popiel
Takoma Park Soccer Club made a motion to approve the candidate as presented. Calvert Soccer Association seconded. There were no objections, and the motion was approved by acclamation.
Popiel asked anyone interested in serving on the executive committee to reach out to NCSL President Richard Smith. Executive Committee members work on division structure, rules, and league management.
Adjourn
A motion was made by Loudoun Soccer Club and seconded by Calvert Soccer Association to adjourn. There were no objections, and the motion was approved by acclamation.
